Abstract:
High-quality development in education constitutes the central theme of contemporary higher education reform and reflects the critical mission of universities in contributing to the construction of a leading country in education.Teaching quality management serves as a vital instrument for ensuring the high-quality development of university education.This study first clarifies the influence of four quality paradigms—product quality management,service quality management,citizen satisfaction-based quality management,and student satisfaction-based quality management—on the formation of teaching quality management concepts and quality culture in higher education institutions from a historical evolution perspective.Second,it analyzes how three logics—policy-driven initiatives,external evaluation and enhancement,and internal continuous improvement—promote the development of institutional mechanisms for teaching quality management.Finally,the study proposes a theoretical pathway that adheres to the principle of the "Four Regression",reshape the essence of education,return to teaching,learning,and responsibility,aiming to reconstruct a culture of excellence in teaching quality management.It further calls for the improvement of institutional frameworks,the establishment of synergistic internal and external quality assurance mechanisms,and the digital empowerment of management through the construction of an intelligent,data-driven teaching quality management system.
