Abstract
Curriculum Ideological and Political Education (CIPE) has emerged as a significant guiding principle for reforming higher education curricula. In practice, however, confusion remains between CIPE and related concepts such as discipline-based moral education and ideological-political theory courses, often resulting in conceptual conflation or oversimplification that undermines its effectiveness.Such misunderstandings have,to a certain extent, hindered the further development of CIPE.Therefore,it is essential to clarify CIPE's core connotation and boundaries, systematically review its current implementation status, and conduct an in-depth analysis of the prominent issues. In light of the developmental requirements for higher education in the new era, this paper explores innovative approaches and practical mechanisms for building a high-quality curriculum system. It aims to promote the coordinated advancement of ideological-political theory courses and CIPE,thereby providing substantial support for establishing the "Three-Whole Education" system — whole staff, whole process, whole area — in fostering students' overall development.
